ZAFAR AHMED has a Master's in international Development from Cornell University and a Master's in Management from the Atkinson School of Management. For over 30 years he has worked with and for international and national organisations including the United Nations Development Program, Department for International Development UK, Rural Support Programs and the Pakistan Poverty Alleviation Fund. Zafar's engagement with a range of public policy programmes has led him to identify and reflect on the challenges of designing, managing and realising the public policy objectives in Pakistan. In particular, his regular and intensive interaction with the local communities in all regions of the country has shaped his standpoint on the principles of public policy.
