The Book:

Pakistan’s major cities can be viewed from two perspectives: as symbolising the immense progress the country has made in half a century; or reflecting the abject failure of the government’s urban planning. While the first has an adjectival quality, the second view is much closer to reality. Urban progress cannot be measured only in terms of size or wealth. It also entails the quality of life of the majority of the people. The megalopolises, which represent a state within a state of millions, must have at least a minimum level of credible governance to prevent them from collapsing into anarchy.

Most of Pakistan’s major cities are overgrown towns, still unable to contend with their size. Slums, Security and Shelter in Pakistan undertakes a thorough examination of the urban problem and reaches conclusions that make eminent sense.
